Ce document a pour but principal de <\/span><b>faciliter et d\u2019accompagner les projets de r\u00e9novation<\/b><span style=\"font-weight: 400;\">, et reste toujours li\u00e9 \u00e0 la performance \u00e9nerg\u00e9tique. Que contient le Carnet d\u2019Information du Logement ? Qui doit le cr\u00e9er ? Quand ? Comment ? Retrouvez toutes les r\u00e9ponses dans notre guide pratique.\u00a0<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Qu\u2019est-ce que le Carnet d\u2019Information du Logement (CIL) ?<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Le CIL concerne exclusivement <\/span><b>les constructions neuves<\/b><span style=\"font-weight: 400;\"> dont le permis de construire a \u00e9t\u00e9 d\u00e9pos\u00e9 \u00e0 partir du 1<\/span><span style=\"font-weight: 400;\">er<\/span><span style=\"font-weight: 400;\"> janvier 2023 et <\/span><b>les logements anciens<\/b><span style=\"font-weight: 400;\"> qui font l\u2019objet d\u2019une r\u00e9novation depuis cette date. Pour pouvoir \u00eatre compris dans le Canet d\u2019Information du Logement, il est indispensable que les travaux aient une <\/span><b>incidence sur la performance \u00e9nerg\u00e9tique<\/b><span style=\"font-weight: 400;\">. Au final, le CIL est un document de facilitation et d\u2019accompagnement qui s\u2019appuie aussi bien sur la <\/span><b>performance \u00e9nerg\u00e9tique<\/b><span style=\"font-weight: 400;\"> que sur les \u00e9quipements de contr\u00f4le et de <\/span><b>gestion de l\u2019\u00e9nergie<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le CIL concerne :\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les logements d\u2019habitation, copropri\u00e9t\u00e9s ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les logements de fonction compris dans un bail commercial ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les meubl\u00e9s en location ;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les logements de gardiens ;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les chambres de services.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Quand mettre en place le CIL ?<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">\u00c0 partir du 1<\/span><span style=\"font-weight: 400;\">er<\/span><span style=\"font-weight: 400;\"> janvier 2023, le CIL doit \u00eatre <\/span><b>mis en \u0153uvre d\u00e8s le d\u00e9but de la construction<\/b><span style=\"font-weight: 400;\"> du logement. S\u2019il s\u2019agit d\u2019une r\u00e9novation d\u2019un b\u00e2timent existant, \u00e0 compter de cette date, <\/span><b>les travaux ayant une cons\u00e9quence sur la performance \u00e9nerg\u00e9tique<\/b><span style=\"font-weight: 400;\"> doivent y \u00eatre renseign\u00e9s.\u00a0<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Quels travaux doivent \u00eatre renseign\u00e9s dans le Carnet d\u2019Information du Logement ?<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">C\u2019est le <\/span><a href=\"https:\/\/www.legifrance.gouv.fr\/jorf\/id\/JORFTEXT000046820979\"><span style=\"font-weight: 400;\">d\u00e9cret du 27 d\u00e9cembre 2022 <\/span><\/a><span style=\"font-weight: 400;\">qui pr\u00e9cise ces \u00e9l\u00e9ments importants. En l\u2019occurrence, les travaux \u00e0 renseigner dans le CIL concernent :\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">l\u2019isolation thermique des <\/span><b>toitures<\/b><span style=\"font-weight: 400;\"> ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">l\u2019isolation thermique des <\/span><b>murs <\/b><span style=\"font-weight: 400;\">donnant sur des ext\u00e9rieurs ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">l\u2019isolation thermique des <\/span><b>vitrages et des portes<\/b><span style=\"font-weight: 400;\"> orient\u00e9s l&rsquo;ext\u00e9rieur ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">l\u2019isolation thermique des<\/span><b> planchers bas<\/b><span style=\"font-weight: 400;\"> ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">l\u2019installation ou le remplacement des <\/span><b>syst\u00e8mes de chauffage<\/b><span style=\"font-weight: 400;\">, de <\/span><b>production d\u2019eau chaude<\/b><span style=\"font-weight: 400;\"> sanitaire ou de <\/span><b>climatisation <\/b><span style=\"font-weight: 400;\">;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">l\u2019installation d&rsquo;<\/span><b>\u00e9quipements de chauffage<\/b><span style=\"font-weight: 400;\"> ou de production d&rsquo;eau chaude sanitaire, \u00e0 partir d\u2019une source d&rsquo;\u00e9nergie renouvelable.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Comment se pr\u00e9sente le CIL ?<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Le Carnet d\u2019Information du Logement se pr\u00e9sente soit en <\/span><b>format num\u00e9rique<\/b><span style=\"font-weight: 400;\"> (PDF), soit en <\/span><b>version papier.<\/b><span style=\"font-weight: 400;\"> Le propri\u00e9taire peut choisir la forme qui lui convient le mieux. il n\u2019y a aucune obligation quant \u00e0 la forme que doit prendre le document.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Qui r\u00e9alise le CIL ?<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Pour un logement neuf, <\/span><b>c\u2019est le propri\u00e9taire qui r\u00e9alise le CIL<\/b><span style=\"font-weight: 400;\">, \u00e0 partir des informations transmises par le ma\u00eetre d\u2019\u0153uvre qui a r\u00e9alis\u00e9 la construction. Le document peut aussi \u00eatre adress\u00e9 par les professionnels en charge des travaux. Dans le cas d\u2019une r\u00e9novation,\u00a0 <\/span><a href=\"https:\/\/www.anah.fr\/\"><span style=\"font-weight: 400;\">l\u2019Anah (Agence Nationale de l\u2019Habitat)<\/span><\/a><span style=\"font-weight: 400;\"> ou les op\u00e9rateurs agr\u00e9\u00e9s sont \u00e0 m\u00eame de transmettre les donn\u00e9es au propri\u00e9taire. Cela ne peut se faire que si une aide ou un accompagnement ont \u00e9t\u00e9 accord\u00e9s. Le CIL est <\/span><b>transmis lors de la livraison du logement<\/b><span style=\"font-weight: 400;\"> ou \u00e0 la r\u00e9ception des travaux.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Quel est le contenu du Carnet d\u2019Information du Logement ?<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Dans le cadre de la construction d\u2019un b\u00e2timent neuf, le Carnet d\u2019Information du Logement doit comporter :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les <\/span><b>plans de surface<\/b><span style=\"font-weight: 400;\"> et les coupes ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les plans, sch\u00e9mas et la <\/span><b>description des r\u00e9seaux <\/b><span style=\"font-weight: 400;\">d\u2019eau, d\u2019\u00e9lectricit\u00e9, de gaz et d\u2019a\u00e9ration ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les <\/span><b>notices de fonctionnement<\/b><span style=\"font-weight: 400;\">, de maintenance et d&rsquo;entretien des ouvrages qui ont une incidence sur la performance \u00e9nerg\u00e9tique de la construction.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Sur un b\u00e2timent plus ancien, si des <\/span><b>travaux de r\u00e9novation \u00e9nerg\u00e9tique<\/b><span style=\"font-weight: 400;\"> sont mis en \u0153uvre, le CIL mentionne alors <\/span><b>la date de leur r\u00e9alisation<\/b><span style=\"font-weight: 400;\"> et leur description. De plus, le CIL se doit de comporter les documents et informations qui concernent :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les <\/span><b>mat\u00e9riaux utilis\u00e9s<\/b><span style=\"font-weight: 400;\"> et les \u00e9quipements pouvant avoir une incidence sur la performance \u00e9nerg\u00e9tique du logement ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">la <\/span><b>performance \u00e9nerg\u00e9tique du logement<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">La liste des mat\u00e9riaux \u00e0 retrouver dans le Carnet d\u2019Information du Logement<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Le CIL dresse la <\/span><b>liste des diff\u00e9rents mat\u00e9riaux utilis\u00e9s<\/b><span style=\"font-weight: 400;\"> lors de la construction ou de la r\u00e9novation. Il apporte des pr\u00e9cisions sur leurs caract\u00e9ristiques. Ces mat\u00e9riaux doivent \u00eatre mis en \u0153uvre dans le cadre de l\u2019<\/span><b>isolation thermique du b\u00e2timent<\/b><span style=\"font-weight: 400;\">. Il s\u2019agit notamment :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">de la toiture ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">des murs donnant sur l&rsquo;ext\u00e9rieur ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">des parois vitr\u00e9es et portes donnant sur l&rsquo;ext\u00e9rieur ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">des planchers bas.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Dans le Carnet d\u2019Information du Logement, le propri\u00e9taire veille \u00e0 bien <\/span><b>d\u00e9tailler les caract\u00e9ristiques des mat\u00e9riaux<\/b><span style=\"font-weight: 400;\"> :\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">la <\/span><b>nature de l\u2019isolant<\/b><span style=\"font-weight: 400;\">, sa marque et la r\u00e9f\u00e9rence ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">ses <\/span><b>caract\u00e9ristiques thermiques<\/b><span style=\"font-weight: 400;\"> (r\u00e9sistance, conductivit\u00e9 thermique, \u00e9paisseur) ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">et sa <\/span><b>surface<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Les \u00e9quipements mentionn\u00e9s dans le CIL<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Le CIL comporte \u00e9galement les <\/span><b>notices de fonctionnement<\/b><span style=\"font-weight: 400;\">, de maintenance et d\u2019entretien des \u00e9quipements install\u00e9s lors de la construction ou de la r\u00e9novation. Ces derniers ont obligatoirement une <\/span><b>r\u00e9percussion directe sur la performance \u00e9nerg\u00e9tique<\/b><span style=\"font-weight: 400;\"> du b\u00e2timent. Parmi ceux-ci, vous retrouvez\u00a0:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">l<\/span><span style=\"font-weight: 400;\">es <\/span><b>syst\u00e8mes de chauffage<\/b><span style=\"font-weight: 400;\"> ou de refroidissement ;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les syst\u00e8mes de <\/span><b>ventilation<\/b><span style=\"font-weight: 400;\"> \u00e9conomiques et performants ;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les syst\u00e8mes de <\/span><b>production d&rsquo;eau chaude<\/b><span style=\"font-weight: 400;\"> sanitaire ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les syst\u00e8mes de chauffage et de production d&rsquo;eau chaude sanitaire bas\u00e9s sur des <\/span><b>sources d&rsquo;\u00e9nergies renouvelables<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Dans cette liste et pour chacun de ces \u00e9quipements, il faut mentionner :\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">la <\/span><b>nature de l&rsquo;\u00e9quipement <\/b><span style=\"font-weight: 400;\">(sa marque, son mod\u00e8le, l\u2019\u00e9nergie utilis\u00e9e, le mode d&rsquo;\u00e9vacuation, le num\u00e9ro de s\u00e9rie et la puissance) ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">l\u2019<\/span><b>\u00e9tiquetage \u00e9nerg\u00e9tique<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">La performance \u00e9nerg\u00e9tique du logement<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">En plus des diff\u00e9rents mat\u00e9riaux et \u00e9quipement, le CIL liste les <\/span><b>documents en lien avec la performance \u00e9nerg\u00e9tique<\/b><span style=\"font-weight: 400;\"> du logement. Ceux-ci doivent aussi permettre de savoir comment am\u00e9liorer cette performance \u00e9nerg\u00e9tique. Pour que le dossier soit complet, il faut penser \u00e0 int\u00e9grer :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">le <\/span><b>Diagnostic de Performance \u00c9nerg\u00e9tique<\/b><span style=\"font-weight: 400;\"> (DPE) ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">le document du ma\u00eetre d\u2019ouvrage prouvant la <\/span><b>prise en compte de la r\u00e9glementation thermique<\/b><span style=\"font-weight: 400;\"> et environnementale ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les attestations de <\/span><b>d\u00e9livrance de labels ou de certifications<\/b><span style=\"font-weight: 400;\"> en lien avec les qualit\u00e9s du b\u00e2timent en mati\u00e8re de performance \u00e9nerg\u00e9tique ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les \u00e9ventuels <\/span><b>audits \u00e9nerg\u00e9tiques du logement<\/b><span style=\"font-weight: 400;\"> ;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">les documents sur les <\/span><b>op\u00e9rations d&rsquo;entretien <\/b><span style=\"font-weight: 400;\">qui ont permis de conserver la performance \u00e9nerg\u00e9tique.\u00a0<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-weight: 400;\">Quand et par qui le CIL peut-il \u00eatre demand\u00e9 ?<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">C\u2019est <\/span><b>lors de la vente du logement<\/b><span style=\"font-weight: 400;\"> que le propri\u00e9taire doit remettre le Carnet d\u2019Information du Logement \u00e0 l\u2019acqu\u00e9reur. Le document doit \u00eatre <\/span><b>donn\u00e9 lors de signature de l\u2019acte de vente<\/b><span style=\"font-weight: 400;\">, \u00e9tablit par un notaire. L\u2019acqu\u00e9reur doit ensuite attester que le CIL lui a bien \u00e9t\u00e9 remis. Cette attestation doit se faire dans l&rsquo;acte de vente.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Qu\u2019il s\u2019agisse d\u2019une copropri\u00e9t\u00e9, d\u2019un logement individuel ou de tout autre b\u00e2timent, le Carnet d\u2019Information du Logement est d\u00e9sormais un incontournable de la vie d\u2019un b\u00e2timent.
